Chinnor Parish Plan Minutes

No Apologies.

Finances

Update

  • Sanderum Centre has granted £350.00 towards the Parish Plan Questionnaire as long as their name is on the Questionnaire.
  • There is a contingency fund from the Parish Council

 Other businesses for sponsorship will be approached

  • Mike informed us that any village which does not have a Parish Plan will be less likely to receive grant assistance

Cement Works

Lyn informed the Committee that the Cement Works are moving very quickly.  The RMC have approached the Council for a “Wish list”.  This needs to be prepared by the end of the year.  The Parish Council are meeting to discuss on Monday 15th Dec.

Wish List

·       New Village Hall

·       New Pavillion (replace Sports Pavillion)

·       New Playground

·       More football fields

Steve felt a)            It would be wise to have one wish rather than several.

                b)             The Questionnaire should be in alignment with the P.Council Wish list

Comments on the Wheatley Questionnaire

  • Size was good
  • Liked the idea of a separate Questionnaire for the under 17’s
  • Some questions not relevant – i.e. They wanted to know what the parish had now and we want to know what the parish wants for the future.

Comments re Peter Lovett’s involvement

Peter felt that the Cement Works need to be in the centre of the Questionnaire

Concerns from the Committee

  • That the survey designer would not understand what we need.
  • We must agree on the questions
  • Cost and Timing – Timing being of the essence
  • It must be Professional
  • Concerns we will have to go right back to the beginning and start again
  • Will Peter’s company want to have their name/logo on the Questionnaire
  • Steve felt we should insist on having the name on the Questionnaire
  • Make sure we stick to basic game plan of Pilot Study
  • Any change to questions should be ratified by Committee
  • Questions need to be what the parish has expressed at the Forum
  • Peter Hermon felt it would be useful to have 3 questions at the end of the Questionnaire. 1) How long did it take to do the survey?

2) Were any important Parish Questions omitted?

3) Was the layout of the survey good or bad?

Jeremy

  • He fed back that Peter Lovett felt it was important to find out whether the questions where understood.
  • Peter L. didn’t particularly want his name on the Questionnaire.
  • Won’t go back to the beginning and undo our hard work
  • Wants to get more out of the questions
  • Just available as Professional help
  • Whatever is collected is then processed
  • Jeremy feels it will be very quick i.e. 4 hours
  • Peter L. will lay out the Questionnaire as well as print it.

Jeremy felt we could involve Sue from the Sanderum Centre for advertising and PR and would welcome any ideas e.g:-

  • A Reception for the Questionnaire
  • Website to enliven Business community
  • Media stunt
  • Pump/Tame Gazette/Bucks free press
  • Radio

Conclusion.

Jeremy and Martin will meet with Peter Lovett on 17th December to discuss all concerns and we will meet again just before Xmas.

12TH NOVEMBER 2003

Full attendance, no apologies!

Most of the meeting was spent discussing the final input to the questionnaire, a copy of which you should now have. (Hand copy to David. 

Jeremy has approached Peter Lovett, a local resident, who has offered to add his expert comment on the construction of the questionnaire before we go to press.

Richard Boughton (Sanderum Centre) has passed the liaison with the committee to Sue Smedding (Lyn’s daughter).

The next meeting of the Committee will be called once we have received Peter’s input.

General

  • Commenced by introducing Peter Hearmon who has kindly offered his I.T. skills to assist Steve.

Questionnaire

  • Peter will work with Steve and Jeremy on the format of the Questionnaire.
  • Chris felt the Questionnaire should have an Introduction on the first page:- ie. History of the Questionnaire and How to Use It.
  • Alan suggested that we need competitive quotes for printing of the Questionnaire.  Kallquick in Aylesbury is used by U3A and is very competitive.
  • We hope to get the Pilot Questionnaire out before end of November.

 

Further changes to the Questionnaire

  • NB : all questions with the 5 blocks  should read

Advertising of Web Site

Denise will deliver photocopies of the Web Site Hours to Steve who will arrange delivery.  Is there anyone else who can photocopy 50 copies each please.

 

Please note that the Sec has added a reviewed contact list for Committee.

 

We just need Questions on Open Spaces and Leisure from Steve please (Steve if you don’t have the time, please let Martin know and he will produce some questions).

Mike fed back that at a Parish Council meeting the leader of SODC explained that they were cutting back on affordable housing from January 04, because SODC are not receiving payment from the Government.

 

The Questionnaire was discussed in detail and Martin will e mail you the

Questionnaire as changed at the meeting with the approval of the Committee.

David informs us that we are supposed to have a paid Youth worker for 3.7 hours per week.  Committee suggested advertising in Schools)

The Committee discussed various ways of helping Steve with the enormous task of producing the Questionnaire.  Alan will approach his contacts and if anyone knows of someone in the village with exceptional IT skills or understands statistical analysis, could they put them in touch

with Steve.

 

The Questionnaire will be tested on friends and neighbours of the Committee, the volunteers, the Parish Council and young people -  Steve has access to the younger group.

 

Martin has offered to put the “Role of the Parish Council” on the Web site.

 

The advertisement for the Web Site was distributed and we need 50 copies from everyone please- by fair means or foul i.e. cheap!!

 

As we need to press on with the Questionnaire we agreed to have a meeting next week.

General

 

1.     Denise reported that she had written a thank you letter to the children and teaches of St Andrews school

2.     Jeremy has the letters from the children being scanned onto disc but surnames have to be erased and Steve should have them in the next few weeks.

3.     Steve handed out car stickers advertising web site (£45.00) – Steve is a dab hand at putting these on to the car screen so you may need to ask him for a demonstration

4.     Jeremy will deliver stickers to shop parade

5.     Lyn will deliver to Library

6.     Chris has sticker for Mike and Denise will deliver one to Robert

7.     Chris informed us that Frank has the banner and will deliver in the near future

8.     The new budget is on Excel (Denise will supply to David)

 

Advertising

          Steve came up with the idea of a leaflet drop advertising the Web Site, paying the delivery boys.

          It was agreed that he will provide the original “Parish Plan Online Forum Business Hours” and between us we will make 500 copies

          Steve will arrange 250 cards to be printed with online address.

          It was suggested that the Thame Gazette and Pump could be informed of what we have done so far./…..? who will do this?

 

Questionnaire

1.     Lyn informed us that the Parish Council had discussed 2nd draft from SODC and did not lodge an objection

2.     The Questions were discussed as written

·       Question 2 to become Question 1 and would start with: “In the light of the latest SODC Draft and consultation with the Parish Council, would you prefer…”

·       Question 4 – Choose one of the following.

·       Question 5 – add ‘other’.

·       Question 5 – add ‘Please prioritise four’

·       Question 6 – It was felt that too many ‘others’ would cause problems for the computer – this may require further discussion

·       Question 6 – Change ‘concern’ to ‘which 3 biggest issues would you support’

·       Amenities: Re-name Village Services

·       Question 7  - –a) Add The V.Hall has seating for 150, maximum 200 –questions

1.    Would you sell the present site and rebuild on White’s Field at the Community Centre site?

2.    Sell present site and incorporate building in cement w.site?

3.    Develop elsewhere – please specify?

4.    Retain present V.Hall and refurbish

·       Question 8 – If new Village Hall is to be rebuilt would you prefer to see a sports/leisure/fitness centre incorporated in the Village Hall as in Thame Leisure Centre?

·       Question 9  b) If you support a new sports/leisure/fitness facility would you USE it?

Pilot

1.    Update Letter to the Volunteers

2.    Test on Each Volunteer and their household

3.    Test on Each Committee member and they would give out 2 others

4.    Suggest Minimum of 35 and maximum of 50 for pilot study

5.    Copies of Questionnaire in Library and Village Centre

6.    Each Volunteer will have non-confidential details from the Electoral Roll so they know how many questionnaires to leave with each household.

 

 

As soon as you receive the next draft of the questionnaire, please amend and return ASAP.

Agenda as discussed

 

Martin opened the meeting with examples for the Questionnaire.  The Committee agreed with the introductions on the latest draft from SODC re: Cement works.

The Draft for the local Plan may be found on the Web.

 

Question 1.

  • The Committee felt that it should mention that it is a possibility that the Cement Works could remain undeveloped.
  • Question 1. should be divided into 2 separate issues for example:-

a) Would you prefer to see the CCW Housing Development go ahead?.

b) Should Chinnor resist all forms of further development i.e. without the possibility of further facilities?

 

Question 2 stays as is.

·       Specify 4 priorities in boxes

·       Question should make it clear that the Cement Works Housing Development  would fund services within the infrastructure of the Village and not just on Site.

·       Add box for “other”

·       Add:- Develop Village which is aesthetically pleasing i.e. in keeping with a village.

·       Add:- Additional traffic

·       Add 3 boxes.

Chris brought up the question of the Boxes and felt that we should not have a “Don’t Know”. and No Opinion should go right of the line  ie. It was proposed we have the following set up.

It was suggested that Martin write all the questions he can under the Topics and the Committee will have the opportunity to comment at next Meeting

Steve reported that the car stickers have been ordered

 

Steve reminds the Committee to register on the Web site

He needs your mug shot so don’t be shy – come to Martin’s at 59 Station Rd. and he will take photo

The wording on the Banner could say

Letters from St. Andrews School

Denise will write a letter of thanks to Gill Copsey, Head Mistress, thanking staff and children for their hard work.
Jeremy will try and put children’s letters on the Web site.

Thanks to Robert for e mailing the 2001 National Statistics which shows that there was 5857 persons in 2196 households in the Chinnor Parish in 2001

Web Site

Emails from Steve and Jeremy highlighting that there are few inputs into the web. Only 10 people registered.  Ways of generating interest were discussed:

 

  • Topics of interest which could be put on the Web

1.            Meeting with Open Forum of the Parish Council is on 8h September

2.         Steve will copy the Diary dates on to the Site

  • Martin suggested that members look at their topics and join in the Forum
  • Steve suggesting printing the Pump on the Web
  • It was felt that another Web Site advertisement in the Pump would be a reminder to those who had missed it last time.
  • Notice Boards advertising the Web site could be situated at the entrance of Chinnor B4009
  • Steve’s brother could provide vinyl car stickers of the web site address for approx. £1.50.  It was suggested that 30 stickers are made as a pilot. They could be left at the:-

1.  Post Office  2.  Library   3.  Village Centre   4.  Garage

 

Martin/Chris/Mike will ask Frank if he could make a banner advertising the Web Site and erect it on Whites field Corner

 

Ways of encouraging interest in the Parish Plan

It was suggested that we hold another Forum but the majority of the Committee felt that this would be inappropriate and that we had the maximum attendance the first time.  We need ways of pre-publicising the Questionnaire:-

  • Banner
  • Pump – using a whole page
  • Radio Oxfordshire interview
  • Advertising in the Library/Post 0ffice
  • ? Printing the Minutes of the Parish Plan on the Web
  • Writing to the Schools at the beginning of Term
  • Using Volunteers – Martin will write a letter.
  • Informing local Businesses.

Once again, if anyone has a good idea – email it around the Members

Tuesday 29th July 2003 @ 200hrs.

Agenda: as discussed

 

Planning

The second deposit draft of the SODC local plan 2011 concerning Chinnor Cement Works, was discussed at length. A copy of  the relevant pages was handed to each member. (I will deliver same to Chris and Steve)

 

This will obviously change the focus of the Questionnaire and the final plan regarding Housing and Planning in Chinnor.

 

The Proposals in Paragraph 9.30 regarding Highway issues will need consideration; as will the final Paragraph regarding services and infra-structure.  The Committee were concerned as to the wording of this final Paragraph and have asked the Parish Council through its 2 members on the Committee to consider the use of the word “likely” regarding the need for these contributions.

 

Jeremy proposed that we have a 2nd Forum after the publicity of Policy RUR7 in September.

 

Web Site

 

  1. Noted that the Web site address in the Pump was incorrect.  Should be -  .org.uk and not .com. (Martin will write to the Editor)
  2. A photograph of each Committee member needs to be sent to Steve (the smaller the better)
  3. The Discussion Page is now up and running.
  4. Steve will need assistance as per his email. (David this is enclosed with your Minutes)
  5. All members of the Committee have a Parish Plan email address on the site which will redirect automatically to their personal email address.

 

Countryside Agency

 

David Fisher (0RCC) has been in contact with Laura Cook re the grant application criteria.  Martin has the details and will be talking with Laura as soon as she answers her phone.

 

Martin will be in contact with Richard of the Sanderum Centre with regard to sponsorship earlier that originally planned.  This is to show extra funding to the Countryside Agency.

 

Letters from St Andrews School

 

Lyn presented letters from the school children of St Andrews:  Precis of letters showed children wanted a) covered swimming pool b) Macdonalds c) Skate Park.

Jeremy will scan them on to the Web site.

 

Denise will write thank you letters to the children to arrive next term.

 

Martin will write and circulate draft Questionnaire

Apologies from Steve – Hope you are feeling better.

Agenda as discussed:

 

1.  Letter to the Editor of the Pump

            The Committee reviewed Martin’s letter for this month’s Pump

It was suggested that the letter informs the Parish that we intend to circulate the Questionnaire in October, following a Pilot study in September We would be involving young people asking for their comments and suggestions..

 

2.  Headings

            a) It was felt that topics were repeated under several different headings

b) The following topics will be linked under one Heading:

     Future linked with Village / Town:-

            This should be the first or last question on the Questionnaire

     Industry linked with Employment

     Transport linked with Roads and Traffic

     Change Amenities to Village Services

      Link Teenagers and Youth  under Youth

     Policing should remain on its own

                 Schools should remain on its own

            c)  Jeremy felt that Housing should not be a separate heading; however, Lyn

pointed out that Housing should show links with Planning as amenities are     inevitably linked with housing.

The Committee were undecided as to this approach, however Jeremy will provide an example of his ideas so that the Committee can reach some agreement

 

3.   Questionnaire

            1.  Tick Boxes.  Should there be 4or 5????

                  Instead of Don’t know – insert “Neutral”

2.   Quantity per household:

       Agreed to 1 Questionnaire per household with number of boxes for

       amount of people.             

       Extra Questionnaires can be found at the Village Centre

3.    Open Questionnaire model:

        Needs at least 3 top priorities for feeding information into the computer

4.     Needs Global questionnaire to give broader range

 

4.  Volunteers

           Date for volunteers to discuss the Questionnaire and a “Prompt” sheet.

 

5.  Small Businesses

            We will be in contact with the Sanderum Centre again to discuss their further involvement.

Wednesday 8th July 2003

 

All present (once again – apologies from Martin and Denise for being late)

 

It was generally agreed that the Open Forum had gone well with over 200 villagers attending.

 

Many thanks to David for allowing us to use the Village Centre and keeping the members going with refreshments

 

Agenda:  General Discussion on how to evaluate the “suggestions” and formulate a Questionnaire

 

1.  Evaluation

  • It was decided that each Committee Member should take 2/3 Headings and select the main topics.

Robert: Amenities/Facilities

Jeremy: Future/Housing/Industry

Steve:   Open Spaces/Leisure/Parish Council

Lyn:      Planning

Alan:    Policing/Roads/Traffic

Mike:   Teenage facilities/Schools

Chris:   Transport/Youth

David:  Employment/Village v. Town

Martin: Suggestion Boxes

Denise: General Helper and typer-upper and help Martin with S.Boxes

  • Once this is done devise an “open ended question” and a “closed question”
  • Suggest 5 boxes

2.  Publicise in the Pump if we decide to remove any topics and for what reason

     i.e.  It is not possible to have a Village Hall on the Sports Field because it was

            stipulated in a beneficiary.

 

3.  Martin will write a Review of the Open Forum for this Month’s Pump

 

4.  Steve will look into publicising the Web site on stickers for the rear car window

 

5.  Web Site

     This could be up and running this week. 

     Information: Parish Plan.  Open Forum  Members of the Committee and Minutes

     A master printout of the Questionnaire could be printed on the Web site and left in

     the Village Centre and the Library.

 

6.  Steve brought up a suggestion of having one teenage representative.  It was felt

     that our Meetings might be quite intimidating for a teenager, therefore,  we

 

   could invite approximately 20 teenagers to one of our Meetings in the evening.   We

   would explain the progress of the Parish Plan to them and invite a debate on

   what they might want for their village.

 

7.  Steve also brought up a suggestion of a “Competition” for the 7-11 year old to be

     publicized in this month’s Pump.  It would be in the form of a

     a)Painting  b)Essay c)Poem on how they would like to see their Village in the

     future.

     These would be judged by the Committee and a 1st 2nd and 3rd prize could be

     awarded in the form of Book tokens or money. (Jeremy came up with the

     suggestion of a signed copy of Harry Potter which he might be able to get for us)

No Apologies.

The Agenda for this meeting will follow the headlines from the last Meeting.

 

Finances

1.         Steve is awaiting a cheque book from Bank.

2.         Martin will approach David from ORCC for loan of equipment for the Public Meeting (eg. Video) this week

            Jeremy can get equipment if ORCC cannot provide.

Lyn can supply Flip Charts for the Public Meeting.

3.         Martin will ask Brenda for maps this week

4.         Martin will report back re Public Liability next meeting

5.         The Committee have a copy of the 1996 Questionnaire and its results

            (Michael has it at the moment)

 

Office

1.            Furniture to cleaned by Denise.

Software Package

1.         Steve is still looking into this (he will delegate if this proves to be too much pressure before he goes on holiday)

 

Sponsorship

It was agreed at the last meeting that the Committee will discus this support for the production of the Parish Plan, but not for pre-publicity or the Questionnaire

 

Web Site

Steve is trying to get this sorted out before his holiday – again he will delegate if necessary.

 

The Flyer

1.         The Committee accepted the Logo (thanks Jeremy)

2.         Minor changes were suggested and accepted

3.         Steve has a quote from the Printers for £300 per 2000 copies

 

Posters

1.         Jeremy will organise 25 x A4 posters and 10 x A2 (he will liaise with Steve)

2.         David will advise Jeremy of circulation list

 

The PUMP

1.         Martin will produce a letter for the Pump today. (Front page and Diary)

2.         This letter will be copied to all relevant publications ie. Thame Gazette etc.

3.         Martin will try his contacts with Radio Oxford

 

 

Public Meeting

1.         Jeremy is dealing with Posters to advertise the Public Meeting.

Circulation of information re the Parish Plan

1.            Schools to be informed by the end of June (last day of term 19.7.03)

2.         Martin will write an open letter to the schools – to be checked with Committee             next meeting.

3.         Denise will deliver a copy of the Parish Plan Guidance to Chris
