Agenda:

Discussion re arrangements for Chinnor Parish Plan Open Day on

Saturday 15th January 2005 from 0930 to 1230 hrs in the Village Hall

  • Martin circulated the invitation letter for comment: 
  • Alan will ask Peter Vaughn from U3A if he will liaise with Steve re the loan of their projector/screen/stand.  A small donation would be gratefully received.
  • Steve has a sound system
  • Liaise with Chris and Mike re the Display boards as we would like to borrow them again for the Open Day
  • Martin will send out invitation letters as the committee present have agreed on the specimen draft.  See list of guests in Minutes dated 19th October and add anybody else you think should be invited

i.e. Peter Lovett & Hazel. Jeremy and Peter and Lord Lieutenant of Oxfordshire ????

  • Martin will do a “Reminder” of the Open Day for the December Parish Pump
  • Steve will put information of the Open Day on the Parish Plan Web site
  • Will the Committee members look at their list of “contacts” and send invitations out to the Open Day.  Martin will send letter out on email for you to copy

Martin and Steve will present the Draft of the Parish Plan to the Parish Councillors on Monday 29th November in the Annex of the Village Centre.  All members of the committee welcome to come along.

Village Centre 2015hrs 2nd November 2004

Apologies again from Martin for changing the date of the meeting.

Agenda

1.         Peter sends his apologies but finds that due to his continued absence from the country, he can no longer commit himself to the Parish Plan, so has resigned from the Committee.

Many thanks Peter for all your input it has been invaluable –We are sorry to lose you

2.         In view of the above, Dee wondered if we should ask another lady if they would like to join the Committee.  Please let Martin know if you have any ideas who would be willing to join us.

3.         There were general reservations about having an Open Forum in December, as it would be unlikely that we would have a big turnout due to the Xmas period.

            The Committee, although disappointed, agreed and thought that an appropriate date would be 15th January 2005.  The most appropriate venue should be the Village Hall.

a)         Denise has confirmed with Heidi that this is available form 0930 – 1230.

            b)         Martin will put the information of the Open Forum in the Pump on 8th Nov for the November issue and the December issue

c)         If we are unable to source a different projector for a power point presentation, Alan will ask the U3A whether we can borrow theirs.

d)         I will email Alan who will put the Open Forum information in the U3A newsletter.

e)               Dee will send out invitations to everyone listed in the last Minutes.

4. Martin and Committee would like to present the Draft Parish Plan to the Parish Council on 29th November at 1930hrs in the Village Centre Annex.

            a)  Mike will ask the Parish Council if this can be done.

5.  Mike will check if Planning Permission is still valid for the Mill Lane Community Centre project.

Agenda: As discussed

After the brainstorming meeting Chris and Martin came back with 5 topics that they felt were highlighted in the Analysis and these should be presented in a “Wheatley style” statement to the council.

1.         Basic idea is that Chinnor should remain a village

            Lyn felt the aesthetic and character of the village could be improved.

2.            Affordable Housing should be separate and also linked with Cement Works.

Mike pointed out that A.F. housing does not automatically go to the Community of Chinnor and applicants come off the SODC housing list.  It was generally felt that the Applicants should have priority from the locality.

            Chris informed the Committee that a Mexican Company had bought out RMC

3.         Martin suggested talking to Thames Valley Police before the Draft is presented to the Council, so that they are aware of Chinnor’s need for policing according to the Research.

            It was also mentioned that the 2 police houses still remain empty when they could be housing needy people.

            The Parish Council has money for a  “PCSO”

4.         We should flag up that the Parish Council is planning to employ a Youth Activities’ Worker

5.         The “Skate Park” came out as a problem and a desire.  Parish Council looking for land other than Whites Field and Sport field

6.            Recycling: We need to be clear what can be recycled – there are discrepancies in each district – Perhaps the Council could have this clarified

            34% wanted wheely bins

7.            Transport:

            Robert will talk to the Railways Association to find outWhat is the present thinking on the rail link to P.Risborough.

            There is clearly a need for a link with the Pheonix Cycle Trail

            There is a clear need for more parking but not enough space

            Martin will contact the County Council re the Ridgeway Barricades

8.         The need for local employment could come under Cement Works

            Encourage schemes for companies to employ local people/apprentices

9            Although replacing the Village Hall did not get overriding support, Mike felt that there is a need to promote it as a multifunctional village hall including promoting it for the youth activities.  Again a new village hall would need more land for parking

            As a Trustee of the V.Hall Martin reported that it is running at a loss and to improve this, it needs to offer sports and other facilities.

An Editor is required to provide a short and sweet draft – Martin agreed to do this with help from the Committee

Please will members do their Research on topics before the meeting.

It was felt that the Committee meetings need to be increased to every two weeks and to rotate Tuesday Wednesday and Thursday so that each member has an opportunity to attend.  On Tuesdays they will commence at 2015hours as Steve can be with us at this time if he runs very fasts from his football meeting.

General

  • The Analysis and disc will be placed in Chinnor Library on 6th September.
  • Dee will organise a copy of the Analysis as agreed by the Committee.
  • Once Martin can fix it, the floppy disc with Peter’s kiddies breakdown will be emailed, hard copy for David.
  • The Wheatley Village Plan was discussed to give us ideas to identify topics and replicate in a Chinnor format.
  • Martin will see if he can get hold of James again for advice on the Children’s Charts

Planning subjects

  • Suggest next session on 14th September used to “Brainstorm” for ideas
  • Try and isolate questions according to Age groups/working ages etc.
  • Committee should look at Highlighted Summary and identify questions and points to be investigated “to see if they would influence the enquiry” Please share by e-mail with each other.
  • Mike has produced a postcode street map of Chinnor – thanks.

Tuesday seems to be a good day for everyone as we need to get down to business after the summer holidays.  If we could start at 2015 hours Steve would find this easier to get to – for discussion at next meeting.

Apologies, Lyn and Steve.

General:

Martin informed us that, due to personal commitments, Jeremy has had to resign from the Committee.  We will miss his enthusiasm and skills tremendously and wish him all the best for the future.

Martin has had permission to leave the Disc and Analysis in the Library, and as soon as all the Committee feel they have had a look at it in detail, he will leave it in the Library.

Peter produced an excellent summary and Martin has made copies, plus the graphs (in colour) and you can pick them up from 59 Station Road.

As Steve is not available until the end of August, Peter will contact James Roger for some advice with the Children’s Survey.

Martin reported from Anton at ORCC that every town and village in the South East had been denied a grant.

Finance:

Parish Council has earmarked £3,000

            SODC                                      £1,000 (confirmed)

            ORCC                                         £500 (to be applied for)

Peter Lovett’s is owed £1,700  The bill has been passed to Brenda who will pay Peter and request  the £1000 grant money from SODC, remainder from the PC grant.

We would like to thank SODC for the grant of £1,000 but we are very disappointed that the Country Side Agency let us down.

Projection Outline:

We have now reached No. 7 i.e. Month 8-9

The Presentation of the Draft Plan needs to be planned and date fixed

It was decided to polarise some of the graphs with Strongly Agree/Agree, and Strongly Disagree/Disagree grouped together to show crunch points.

The size and “do-ability” of the Parish Plan needs to be something that the Parish Council can work with.

We will pair off and take Headings for comments.

Martin reported that

·       Hazel is on holiday so unable to liaise

·       Helen seems to be away – has not written piece for pump

·       Library is happy to hold Results of the Questionnaire and the CD

·       Martin has been unable to make contact with James Rogers – Statistician

·       Martin will meet up with Brenda re the communication from Countryside Agency

Peter gave us a great presentation of the results in Graph form.

This was an excellent way of recognition and comprehensive way of showing results.

Question 19 needs looking at more closely as it looks as if people are not interested but this may mean those who answered do not have children.

Peter will send around the spreadsheets on email (print-out for David please)

The next step:

·       Make sense of the report

·       Produce a Draft Plan

Chinnor Parish Plan Minutes

This meeting was called to meet Peter Lovett who had produced the results of the Questionnaire.   We also looked at the way ahead.

The decision from the Countryside Agency to withdraw any funding was discussed.

Martin and Lyn will produce any correspondence from the Agency and the Parish Council will write to them disputing this. It was suggested that we should send an email to all other locally known Parish Plans to find out if they had also been refused a grant from the Countryside Agency

A sincere  “Thank You” letter to Peter Lovett and his team to be sent to the Chinnor Pump also wishing Peter well in his new home in Oxford.  Not only were the results were sorted, interpreted and tabled by his team but Hazel had taken the trouble to write up all the hand written comments from the Questionnaires.

Martin will write to the Pump informing the community of the quantity and quality of the 658 page Tables from the Questionnaire.

Helen has also offered to write to the Pump.

Martin will ask Hazel for a further hard copy of the tables.

Martin will ask the Library if the table of results of the Questionnaire could be left for the parishioners to read, and if the PDF files could be loaded on their computer

Peter Lovett felt the overall response was very good at 53.5%. This provides a statistically sound basis for any reports.

Potentially there is a free reader available – Steve will look for it on QPSR

Martin will ask James Roger, a local statistician, if he could help the committee– Helen might also help

Peter Lovett then went on to explain the layout of the tables and the cross-referencing together with the significant difference codings. Most of the Committee understood but if there are any further questions talk to Martin.

Peter Lovett explained that the bill for the Survey Design, Printing, and Data Processing had been at cost only with no profit margin, overheads, administrative costs, or executive fees for which Martin sincerely thanked him.

The Way Forward

Martin discussed the way forward as advised in the Green Pages from the CS

  • The Steering Group should appoint an Editor
  • Next Step is to make sense out of Report and take a couple of Questionnaire Results each and work in two’s; but need to know how to interpret these results
  • Look at results from other Parish Plans

At the next meeting please bring £2. each to buy a bottle of champagne as a “Thank you” for Peter

Chinnor Parish Plan Minutes 6th April 2004

Agenda:     As discussed

Questionnaires were sorted by the Steering Committee – thanks very much to all of you. 1,056 were counted so far.

I will count number of blanks and take that number away from the number printed to give us a correct return percentage.

The remaining Volunteers will be contacted to ensure that all returns are in .

Pump deadline 7/8th April and not 29th April as printed in last month’s Pump.

Martin will email a “Thank-you to the Village” for completing the Questionnaires to Lyn for the front page with a Special Thank you to all the young people of Chinnor for a splendid effort.

Deadline for all Questionnaires to be handed into the Village Centre is 24th April.

Jeremy and Martin reported a successful discussion with Year 5 of St Andrews School.  We will give the photographs of Chinnor used at the Forum to the School for their further study.

The next step is to contact Peter and get the Questionnaires to him for analysis.

The Committee wanted to know how the some of the comments in the Questionnaire would be analysed. Also could we approach Peter to make a presentation on his findings either in person or on disc.

Date for the Diary:  RMC/SODC will be making a presentation on 24th April at the Village Centre between 11am-1700hours.  We have the records of the Open Forum that we could send to SODC.

There is an Open Meeting to discuss Parish Plans in Kiddlington that Mike has offered to attend.  Mike will know the date.

Grant from the Country-side Agency

Martin fed back about the difficulties in getting our Application into the Country-side Agency as they keep changing the form and running out of money.

The application has now been sent in and we are waiting to hear from them.

Steve suggested that we look on our Parish Plan Web Site at Winstantow  which we could use as an excellent template.  It also identifies funding.

As soon as we hear that Peter has done the analysis we will get together as a group and prepare a plan on the Cement works.

We will each take a topic to work on.

A special thanks to Frank Brackenbury for making the banner and putting it up

Chris and Mike will remove it as it is now out of date.

Questionnaires were given out to each member and everyone thought the layout was excellent.

Advertising

  1. Discussion regarding whether to place a Flyer in the Pump to remind parishioners about the arrival of the Questionnaire with dates to be returned Martin needs to discuss this with Lyn.
  2. Steve will design Flyer for strategic places: Library/Surgeries x 2/Dental Surgery/Co-op x 2/Spar/Post Office/Village Centre                                                                             
  3. Chris and Mike will liaise with Frank to advertise the Q. under the present banner
  4. Jeremy will liaise with Susan at the Sanderum Centre who will be leading the Advertising promotion
  5. Martin will contact Radio Oxford
  6. Mike will visit the Library and Co-op and remove lids from boxes

Volunteers

  1. Martin will contact all the volunteers by 26th February inviting them to a short meeting on 4th March at 1930hrs at Village Centre to explain the plan of delivering and collecting the Questionnaire.
  2. Martin will prepare a short script for each volunteer
  3. Martin will prepare a letter of Authorization
  4. Chris  will telephone the Police Station and inform them of collection dates.
